Try clicking "View -> Source" on your explorer's menu bar (that's on IE, other browsers might name it something differently like "View -> Page Source").
Anyway, that will bring up the HTML code of whatever webpage you're viewing.
And that's how to make a webpage, you gotta learn that HTML stuff.
If you want a site done nice and quick, just use Frontpage or some other drag and drop site builder. Then you can just drag things into place and make your webpage without even having to touch the HTML code.
But drag-and-droppers are called "Typists", not "Webmasters", so if you do that don't bother putting a "Contact me at webmaster@mysite.com" because that'll just make you look silly to those who actually do know HTML.
You're not helpless. If you learn HTML and have a problem (maybe your tables aren't obeying your width and height attributes), you can ask somebody and they might help you, knowing you actually made an attempt.
