I don't get a popup balloon. I right click the icon and get this:

Even when I hit the update thing, the bold one at the top doesn't unbold (after I've clicked it and viewed it). |

Balloon tooltips are rather recent to Windows. I think (correct me if I'm wrong) it was Windows XP that started using them.
So Windows 2000, 98, 95, ME, etc. wouldn't show the balloon tips simply because it doesn't have that capability.
