"network" is unavailable in %nameme because it contains "net". if ($msg =~ /net /i){} will do
Change the command character to !, or use ! as an alternative. I keep typing $ and ^, as I hardly ever type %. your origionality is cool, but please, stop

He may have been referring to the thing where the bot would "randomly" IM you with its welcome message as if you wanted to talk to it (when you really didn't).
This was discussed in another thread, MSN Messenger 7 and other MSN clients go around and download their buddies' display pictures to cache them... and this requires a socket to be opened, which triggers MSN bots to send a welcome message.
